Updates to telegraf 1.2.1.

Under the current version (1.0.0-beta3), frequent crashing under Mac OS may leave people with a bad impression while testing (and makes actual MacOS monitoring impossible).

1.2.1 seems much more stable overall. More testing is needed to see if there are any regressions, hence WIP. No packaging changes have been made, this just adds the binaries so far. If you run bin/instrumentald, you should see the new telegraf version in the startup fanfare.

Also tests pass. We should verify this upgrade with our supported plugins, but, signs point to "drop it in and it works".

I have tested all the services except docker and nginx and nothing unexpected happened - I'm going to remove WIP.
