Add tippecanoe integration #146

Just waiting for tippecanoe_jll to appear in the Julia registry before it can be tested.

Fixes #145

@cmcaine any objection to me deleting the entire src/data-preparation directory? I think that's all unused now

Yeah, I thought about that but the tmux package doesn't have one either, so I assumed the convention was to use the capitalisation of the executable it provides? I also thought someone would say something if it was wrong

tippecanoe_jll is in the general repo now, so this can be tested.
