BCF2 workaround

• Since BCF2Codec doesn't handle IDX fields, if the in-memory VCF header is modified, serialize and deserialize before streaming into Java
• Print out histogram fields even if all the elements are invalid
• Extract description field from the header line when re-adding to the structure
