Support backup and restore #49

Client usage would benefit from being able to backup the VDMS footprint from one system and restore it to another.

@cwlacewe we sort of have this with the "auto replicate" feature which snapshots the database, though the portability with PMGD is highly limited. Going to close for the time being.
