Basically the same type of issue as I reported some time ago, but this time it's in restaurant after using fire hook, game crashes when Carlos is about to appear. According to log file it's randomized to Barry using Chief Irons as a base, so I assume it's causing crash in that room. I happen to have a save file in nearby save spot.
Still, not exactly a soft lock, because you can avoid triggering the encounter and go to the Press Office instead.

EDIT: Additional problem, not sure if it needs separate topic, after leaving Press Office, in the cutscene, NPC Jill is using Hunk voicelines.
