I think there are other places pointing to old versions:

reuirements.txt contains numba=0.51.2
README contains old versions of numba and pandas.

@pcheremu, @xaleryb This seems to be duplicate of PRs: #939 and #959. Also I would prefer to merge to master first, stabilize development builds there (some are still red, specifically Windows + python 3.7, see here and here) and only after that merge from master to gold/2021 (as per agreed branching strategy).
