Upgrade to Jetpack 4.6.1

The 3 commits update the patches to apply and build on JetPack v4.6.1 (L4T v32.6.1) kernel source.

Changes that requires manually handling:

Not fix bug again in 0001-d4xx-enablement-of-old-driver-on-kernel-4.9.patch, which is already fixed in 8d0f7dcdc17f692894c11684c8cfb672d6881492;
Fix conflicts in
- 0010-d4xx-enable-meta-data-for-depth-stream.patch
- 0025-Fix-depth-color-metadata-corruption-issue.patch
- 0029-Disable-virtual-channel-2-IR-metadata.patch
No need to add Y12I, Z16 format, they are in already;
Drop backport patch for perferred_stride;
Fix a bug of JetPack 4.6.1, info at https://forums.developer.nvidia.com/t/v4l2-timeout-leads-to-null-pointer-dereference-in-kernel-in-jetpack-4-6/187824;
Add README for setup and build info;
rs_viewer update.

This PR is ready for review. So far so good now, though to make it safe, we could take some time to test everything on JetPack 4.6.1 before merging this PR.
