Our security team asked us to eliminate packages with security vulnerabilities, this included updating to eslint 6.x.x.

This commit updates to eslint 6.x.x and fixes tests.

This PR supersedes #236, #235, #233, #174, #154, #151, #150, and #148. Once it is merged and published, the others can be closed.
