GitHub Workflow support for setup.py #27

To replace distutils with setuptools I'll need to migrate their GitHub Workflows first.

Once this PR is accepted I'll resubmit the final PR to complete the migration to setuptools as agreed within Issue https://github.com/IntelligenceX/SDK/issues/23#issuecomment-1188154146.

I'll close this PR as the GitHub Actions will still fail within the upstream @IntelligenceX CI once these GitHub Workflows are deleted in the next PR which should have been the first PR 👎
