Set initial position in the `GameControllerReturnMessage` in non-playing states for easy placement #38

Introduced Changes

Changed localization to set position to initial pose during Initial, Unstiff and Finished States

Fixes #37

ToDo / Known Issues

Nothing, my code is perfect always Double check maybe if this doesn't affect the penalized starting positions

How to Test

Run through game with robot with GameController and TeamCommunicator

Tested on 8-5-2023

Worked fine in all states
