Implement system for global strategy tuning #64

We want to be able to give the robots a global strategy when pregaming so we can adjust our behaviour per half if we want to play defensive or aggressive for example.

The goal is to slightly alter the role assignment based on a preset "strategy". This strategy consists of tweaking the amount of possible defenders and strikers to alter the defence/offensive ability of the team as a whole.
