The server with the inputs requires a secured https connection #421

The make input target fails because it tries to download the input files from http://iss.oden.utexas.edu/projects/galois/downloads/small_inputs_for_lonestar_test.tar.gz and works with http://iss.oden.utexas.edu/projects/galois/downloads/small_inputs_for_lonestar_test.tar.gz
