Homogenization of date and time format #111

Parsing logs would for instance be easier with "YYYY-MM-DD HH:MM:SS -ZZZZ", as Russ Allbery suggests in an inn-workers posting. Todd Olson has also concerns about daylight savings and leap seconds in another message.

Let's begin by implementing this preferred format in the innfeed debug log file and the perl-nocem log file. We'll see for other programs later.

Also, update innreport to decode this format.
