Tcf canada v1.1 and GPP String v1.1 #101

These updates to the TCF Canada section and GPP String are available for public comment until March 13th, 2024.

Updates made to properly support TCF Canada.

In TCF Canada section specification, added PubRestrictions to core sub-section and added Disclosed Vendors sub-sections
In GPP API specification, added ArrayOfRanges input data type
In GPP Consent String specification, added ArrayOfRanges and N-ArrayOfRanges(X,Y) data type

just one thing: do we need SubsectionType to be 3 bits? in US-CA it is 2 bits and since we only have 3 subsections here 2 bits should be sufficient (00,01,10,11 = 0,1,2,3)
