Implement message API library #98

Update Burrata - our existing draft message API library - with the latest spec changes so it can be used in a SIVIC prototype.

Decided in the team meeting that it's a good idea that someone else tackles the implementation to make sure everything is properly defined and there are no implicit assumptions by the authors.

I want to close this now that we have a sample implementation. I prefer we open a new more specific issue if I'm missing something.
