This PR creates an alternative to mincpmpersec, allowing sellers to signal an array of durations/floors for audio and video impression opportunities. The purpose of this array is to express differing prices for creatives of differing durations (e.g. a 15-second creative may have a floor of $5, and a 30-second creative a floor of $11).
Both of these concepts (mincpmpersec and durfloors) are also added to the Deal object, allowing Deals to express variable pricing by duration.
