One general concern here on the response: It seems like the response object change to the spec assumes the dsp is making a response to an ssp. This is only a small portion of how openrtb 2.6 is used in the real world. In the case outlined in the spec, the per-buyer signals need to be added to the auction config the ssp is handing to the publisher. We should also account for a place in the response from an ssp to a publisher in which it is delivering an entirely assembled auction config. We should add these in tandem instead of one at a time.
