Add random offset to beacons position #124

The purpose is to solve issues where 2 ovv objects created on the same ad and the beacons of 1 object hide the beacons of the other object

What happens when beacons are hidden by other beacons? Do they throttle their framerate as if they're offscreen? Is this relevant to all browsers?

@InnovidRnD , We have 15% discrepancy in view rate between 2 ovv assets that generated for the same ad on cross domain. we are going to try the new version to see if the issue is fixed. most of the traffic was on chrome so i cant tell if this relevant to all browsers,
