[x] D8 & ML - Text formatting for timeline entries #341

Karie would like to know if we can enable text formatting in timeline entries. She uses paragraph breaks, italics, and some other formatting in the WSISYG but it doesn't display on the front end.

Added into staging, waiting till caching clears to test.

Added in to ML and D8.

@amberreeves this is live, but will take effect once the timeline cache expires.
