[x] Move encounter 7 to the rural section #478

The client has asked that we move encounter 7 from the city section to the rural section. It is the encounter called Temperature Increase that is currently at "trigger_location": 6600

We recognize that moving a forced encounter may have an affect on the game play, so this issue is on hold until we've checked the positioning of the other encounters and can test this option.

What's the plan with this? @mtedeschi and @amberreeves ?

we told the client the above, that once the game was functioning and all encounter locations refined, we'd test this - see whether moving encounter 7 to the rural section would work. @mtedeschi can we get your opinion on whether to move forward with this?

I'd like to hold on addressing it till everything else is resolved.

We're pausing on this indefinitely until/if they bring it back up.
