[x] Refine scroll bar in content cards #540

in some content cards, the scroll bar shows up when it doesn't need to and sometimes it does not function correctly when it does show up.

the scroll bar shows up here, but it only scrolls the buttons, it does not scroll the bold text below, and that text gets cut off. salmon challenges the return upstream native knowledge 360

Adjusted the scroll bar for the minimal ones, there will be areas were the scroll bar will show up even though it looks like there's no scrolling.

It's based on height, so it really depends on card title/question. This solution I have will cover 1-3 line questions/titles.

I did work on this and I'm not a huge fan of the styled scrollbar for chrome, since every browser handles that differently. Let's look at it together.

this is part of the bigger card sizing issue so i'm closing this one
