[x] mobile/tablet: refine scrolling #599

refine the scrolling functionality so the whole page doesn't scroll, only the annotation window.

Added some webkit smooth scrolling on the scrollable areas, and that appears to make it better on my phone (I can't completely disable Safari's elastic scrolling on the page).
