[x] Annotation box getting cut off #640

When using the Resource Annotator Tool and the user annotates a word in the upper portion of the text, the text box to type up the annotation will be cut off.

Looked at this a bit, I don't have a good solution yet without spending a bit of time on it.

Can we have a default image made for quote resources and resources without an image on the annotation page?

That is an option- @mtedeschi do you think a default filler image for text that has none is the way to go?

let's not do the default image option yet.

take 4 hours to refine this and let us know when it's ready to look at.

When there's no image, the text box will appear on the bottom and the pin on top.
