Here is what I see on annotator:
I could add something behind the splash top text for these super long titles.
Same as #699.
ok so with those longer titles they are concerned the white text (specifically here the first and last word) hangs over the dark blue background and over the light blue background and it's hard to read. any suggestions or is this just a result of a super long title and we have to live with it?
We could add a darker drop shadow. I'll try something out and see if I can improve legibility.
Okay, added a darker shadow to make it more visible and applied this across all.
just received this from the client. so we can't duplicate this issue, where they're not seeing the blue background element?
That's Northern Plains, not Pacific Northwest. It does not get the blue splash. I will make the text here black instead.
The newly added swash helps, but since part of the text is on and half off, it's not all that legible. Would it help to nudge the swash up a bit so that it's completely behind the text?

Fixed:
On the PNW annotators, the small titles at the top are in white and the background is a light blue, there is no dark blue graphic. Please darken the small top title so that it is more legible against the background.
@mtedeschi i don't have a link to an PNW instance, so i couldn't see this in action. but i think what they're getting at is they don't see the dark blue element behind the text in the annotator title, as see in the style guide here.
