Due 7/27: Look into caption/image options for hero background-images #113

IM Description: We don't display captions on hero images. Although we won't show captions to visitors, we still want to have a way to specify an attribution. Please look into some options to do this, either via alt tags and switching how we handle images or through some other approach with what we have. Then, we can outline our approach to SDA.

Priority: Medium

SDA Comment: Captions aren't showing up for all of the images; appearing for some and not others. Also, not captions are visible for the super and header images.
