Vsync option on menu to choose either 1 or 2 when enabled #2658

for vsync option in the menu, add the ability to set vsync to 1 or 2 when enabled. currently can do in console, but doesn't save. doesn't appear to be an option in settings.ini too (only true/false, can be 0,1,2)
