Reorganize medley release tars:

create just a single tar that includes source, library, lispusers, etc PLUS the loadup-all created artifacts in loadups.
include latest maiko release in tar

update documentation (currently a bit scattered; some is in the web site, and some in the repo READMEs.) @stumbo?
we discussed a 'load new release' script and linux distro updates (apt install) but maybe that's a different issue?
