User statistics access to a specific course

We need to be able to set statistics right on a single course for users. Examples:

• Course owners need to be able to see statistics (team och even on user level)
• Statistics users delegated to see statistics on specific courses (although they are not owner).

This is tricky since the course owner/editor do not have statistics access to the team structure in any way. Anonymous statistics would be ideal so that we do not mess with GDPR

We think we can handle this in the integrity policy. We can ask the privacy office. Educators can already book all people in Humana so we think it's logical if they can see what participants in educations have done before an event or similar.

@HannaHumana and @certifikation you are right regarding GDPR. I just mean that it needs to be clear to the users running the course that there are other users that can see the statistics, and we need to list who they are.

It would be desirable for course owners to, by default, always be able to see anonymous data for their course. That is, how many have completed each module or the entire course, as well as being able to view the evaluation report.
