If you are the owner of a course, it's not uncommon to receive a message from a leader in the organization requesting you to add a person to the course. If you are not, for example, located at the root of the organization, you might not be able to view and add the person, which causes problems. As the owner or a persons in charge of a class you should be able to add anyone from the organization without being positioned at the root or needing superuser access.
