Judge currency waiver logic isn't working properly #9

Klayton Kirkland (IAC 21243) last served as a Grading Judge in 2018, and attended Judges School the same year.

The IAC Board extended the window for recent judging experience from one to two years, and the Judges School window from two to three years for Regional Judges. Despite that, it did not mark Klayon as current.

Fixed in ~webmaster/scripts/judges/currency.php by changing: $prev_year2 = $current_year - 2; to: $prev_year2 = $current_year - 3;
