Policy in Policy Template is doubled

If a policy template is reused, the number of Policy Patterns is doubled, every time it is reused. Steps to reproduce:

1. Create a resource, on the Policy Page create a "Create Access" Policy and select "Save as template". Finish creating the ressource.
2. Create another resource, on the Policy Page select the previously created template from "Select a policy template pattern" and create the resource.
3. Repeat step 2. The number of policy patterns will be doubled every time you repeat step 2.
