Make tests independent from external services #64

The resource used in the test points to an external resource (maps.dwd.de). The test fails, if this host cannot be reached. This dependency to the dwd server must be removed.

PR #68 avoids using an external resource in the creation of the artifact. Instead, data is provided in the Postman collection POST /api/artifacts.
