Link the IDS-RAM and the Rulebook #29

The IDS-RAM and the Rulebook are linked to each other, but currently, the links are missing (hyperlinks). The Working group should work on the links between the documents.

Do we need to have a specific color code here? e.g. Hyperlinks in red that link to IDS-RAM or other IDSA resources and blue to non-idsa resources.

Let's please note that Gitbook's styling is limited. Thus we are limited to use a single color code for all hyperlinks. But we can use a markdown icon for this differentiation.
