Provide a clear statement on Intermediaries #64

The Rulebook shall be extended with a description on Intermediaries and intermediation services:

Those are not part of the IDSA Rulebook, recognizing that such may exist.
Especially personal data and PII data can be exchange in a data spaces, but the details need to be defined elsewhere.

From the perspective of a Dataspace the Data Intermediary is just yet another participant that needs to negotiate data contracts like anybody else. Where in the structure of the Rulebook do we want to include this explanation?
