Add Further Explanation on IDS Graduation Scheme #109

Please describe which content you would expect here and tell us how to solve this request We should directly clarify the preconditions that are necessary to be considered as a IDS Sandbox project. The applicant should be informed on that. (e.g. the applied project can only be a component, or a set of components, etc.)

Can you already provide any alternative (or updated) content that can/should replace the existing content? A paragraph that briefly explains "who/what can be considered as a IDS Sandbox project?" should be more than enough.
