Restructure of github directories #203

The current directory structure of ISRaD is based on which directories are allowed by CRAN in an R package. Since the R package is only a small part of ISRaD, I propose moving all the specific R package material to a new directory called "Rpkg". This will make the distinction clearer for users, as well as making the R package itself cleaner and future development simpler. The new structure has been implemented on the "dev" branch, and will be merged with master once debugging is complete.

@aahoyt @ShaneStoner @coreylawrence I've finished updating the package to comply with CRAN. If you wouldn't mind taking a look at the state of the repository on the dev branch, that would be helpful. I plan to work through the merge with the master branch by early next week, but if there are any issues it would be simpler to solve them now.

I should also add that there are sure to be a few small (let's hope) issues once the merge is complete, so even if you're busy right now, stay posted...

And merge complete. Seems OK, but keep an eye out for problems!
