remove `wgs:` ontology metadata

There are 90 lines of metadata about the wgs: ontology. Having definitions of external terms you use is good, so as to make ERA a self-contained ontology. But copying the metadata of external ontologies is not needed, so remove it.

vocabulary. Note that this is not common practice (but seems both harmless
and potentially useful).

Updated schema:
Added a dc:date, added url for more info. Changed the rdfs:label of the
namespace from gp to geo. Added a class Point, set as the rdfs:domain of
each property. Added XML comment on the lat_long property suggesting that
we might not need it (based on #rdfig commentary from implementors).

• ERA imports only http://www.opengis.net/ont/geosparql#
• That resolves to https://opengeospatial.github.io/ogc-geosparql/geosparql11/geo.ttl, which doesn't import anything

That might be a tooling issue (the editor used for implementing the ontology). In any case, it is not a manual copy, hence not a big issue we suppose here for a machine to consume the ontology. In this case, this information is within therdfs:commentproperty of wgs: ontology.
