First round of edits & additions to the SKOS Concept Schemes, in order to close the Report of the TWG CCS WG.

I added a SKOS Concept Scheme needed in the context of VA as well, to be seen distinctively from the CCS updates.

All inputs from CCS TWG CCS (D1 and D2, not yet D3) now final.

For D3, the missing CR's for parameters 1.1.1.3.1.2 and 1.2.1.1.1.19 (ETCS error corrections required for the on-board) are now added as well.

Ready for inspection, all definitions were checked. All info in the tracking Excel sheet.

The Concept Scheme for ERATV parameter related to Classifying National Rules which were verified during the authorisation process has been added. Currently only the latest legal amendment is covered.
