Add option to hide tab in WebUI. #122

Is your feature request related to a problem? Please describe. After initial setup, the "auto-sd-paint-ext Guide/Panel" tab remains in the Auto1111 webui. Since this tab is no longer used after initial setup, it takes unneeded space in the ui. While I understand it is listed as a TODO to change that to a control/status panel, in the meantime it would be very beneficial to have an option to toggle the tab creation.

Describe the solution you'd like

Either option, when selected, on next load of the webui the "auto-sd-paint-ext Guide/Panel" UI the tab will not load.

Under User interface, there should now be an option to disable the tab. It only takes effect after reloading the webUI though.
