[FR] - `TxExtraKeyWitnesses` does not accept `Hash StakeKey` #426

Other To build transaction requiring signature from stake key.

Describe the feature you'd like

TxBodyContent takes in txExtraKeyWits which could as well be stake keys but current implementation insists on using payment keys and marshalling such as unsafeCoerce is to be used for atm.
