This backport of RIPEMD-160 addition which includes fix for CI build as well.

Looks great. Feel free to make a release of 2.1.5.0 on CHaP from 994d5b42e28b98e4a4a53607182b93b6390e5487 (tag me for approval of PR if you can)

Make sure to git tag that sha too as cardano-crypto-class-2.1.5.0, so it doesn't get GCed by github.
