Missing entry in epoch_param for epoch 0 #1715

In Lace back-end development local test network.

Problem Report

Hi all,

I noticed that in our local test network which has Test*HardForkAtEpoch: 0 for all the epochs till Conway, db-sync is not projecting the epoch parameters for epoch 0.

Could you please check?
