This is for upstream reporting (see actions/download-artifact#328)

The successful build of this PR demonstrates that downgrading download-artifact is an alternative solution to the one we took, which was to downgrade upload-artifact. It's worth noting, too, that the reduction in version number is smaller in this PR.
