Description

This continues the work of converting the Alonzo UTXOW tests in cardano-ledger-test to ImpTests

Checklist

[ ] Commit sequence broadly makes sense and commits have useful messages
[ ] New tests are added if needed and existing tests are updated
[ ] When applicable, versions are updated in .cabal and CHANGELOG.md files according to the versioning process.

I've left this as a draft because I plan to implement more of the tests in this PR, but you could maybe take a look at what I've done so far, @lehins
