NOTE: DelegRegCert should be investigated as part of the DELEG issue and DRepRegCert should be investigated as part of the GOVCERT issue

@Lucsanszky Thanks for your review! The EPOCH and NEWEPOCH should be moved to their own modules definitely, but perhaps in a separate PR, I thought, so that the PRs are merged faster.
