What this PR does

Update CHaP and hackage to a version that contains cardano-api 8.46

Context

This prepares for tackling https://github.com/IntersectMBO/cardano-node-emulator/issues/23 and https://github.com/IntersectMBO/cardano-node-emulator/issues/22
