[BUG] - Protocol decentralization parameter is not required for Alonzo #5093

Summary

As discussed in this comment currently decentralization parameter D is required for Alonzo from the ledger side, while it is optional in cardano-api. While the fix is easy, there are some tests, at least in cardano-testsnet, that rely on this behavior, which is wrong and needs to be fixed.
