local testnet doesn't mine transactions #15

I ran the local testnet with the command: deploy-local-testnet but it did not mine transactions. Submitted transactions just stayed in the mem pool.

None of the 3 stake pools has stake as reported by the cardano-cli conway query leadership-schedule command.
