Write page on GAs in Gitbook #1131

You go to https://sancho.network/actions/. Whilst this page is a nice list, it really doesn't fit the bill, as it needs:

  1. An overview of what GAs are
  2. A list of the types (as in the existing page
  3. Has to be on the GovTool Gitbook for completeness, consistency, and findability.
