Is there new design needed?

Yes

What?

The default order of DReps in the directory should be random to give different reps chances of being at the top

Why?

We are biased to DRep IDs starting with low numbers

How?

add randomize part to the backend query

(Optional) User Story with acceptance criteria

As a Ada holder I want to see random order of DReps on the directory So I can see a range of DReps at the top of the list
